Produced by the President’s Committee on the Arts and the Humanities, with the National Assembly of Local Arts Agencies (now known as Americans for the Arts ), this 1996 report describes how local artists and educators help turn around the lives of young people and identifies the common characteristics of effective arts and humanities programs.
